Slovakia online gambling license (ÚRHH)
A compact Central European EU market regulated by the ÚRHH since 2019: individual licenses for online casino and betting, open to EU/EEA companies with EU or OECD owners. Entry needs statutory capital, a financial guarantee and a local representative, with a 30% levy on online games from 2026 and a long blacklist of unlicensed sites.

Slovakia licenses online gambling through the Gambling Regulatory Authority (Úrad pre reguláciu hazardných hier, ÚRHH) under Act No. 30/2019 Coll. on Gambling Games. Private operators can hold individual licenses for online casino games and for betting, while number lotteries are reserved to the state-owned TIPOS. Licenses go to companies seated in Slovakia or another EU/EEA state with a local representative, owned by shareholders from the EU or OECD, and there is no cap on their number. Operators pay a levy on gross gaming revenue, raised for online games from 27% to 30% in 2026, check players against the register of excluded persons and accept euros only. Unlicensed sites are blocked by internet and payment providers.

Technical and player-protection rules
Approved games
Games offered by a Slovak licensee must be approved for use in Slovakia, so suppliers’ content is certified through the operator.
Player identity
Players are registered and identified, must be 18 or older, and transact only in euros.
Excluded persons
Every player is checked against the register of excluded persons, which covers self-excluded players, court-ordered bans, some benefit recipients and people in maintenance arrears.
Limits
Licensed sites offer deposit limits and reality checks to every player.
AML
Customer due diligence applies from €2,000 in gambling and identification from €1,000 transactions; unusual transactions go to the Financial Intelligence Unit.
Reporting
Monthly reports to the ÚRHH and annual financial statements filed by 31 May.

How gambling is taxed
Online games
A gambling levy on gross gaming revenue, raised from 27% to 30% for online games from 2026 under the third consolidation package.
Other games
Betting, land-based casinos, gaming halls and lotteries each carry their own levy rate under Act 30/2019; land-based rates also rose in 2026.
Corporate tax
Ordinary Slovak corporate income tax applies to profits, and offering games remotely can create a permanent establishment.
Players
Winnings from licensed operators are not taxed in the player’s hands.
Marketing, bonuses and enforcement
Advertising
Advertising by licensees is allowed, including sports sponsorship and celebrities, under a voluntary responsible-advertising code; “risk-free” claims are not allowed.
Bonuses
Welcome bonuses and loyalty offers are used by licensed operators, as the law does not detail them.
Blacklist
The ÚRHH blacklists hundreds of unlicensed sites, which internet providers block and payment providers cut off. In November 2025 it told sports bodies to drop partnerships with unlicensed brands.
Reform
A 2025 amendment that would have let TIPOS take over casino licenses was vetoed by the President in November 2025 and has not become law.
