Estonia online gambling license (EMTA)
An EU license for online casino, betting and poker from the Estonian Tax and Customs Board, with an operator-friendly tax that falls from 5.5% of GGR in 2026 to 4% in 2029. Entry needs an Estonian company, a two-stage license and, since 2026, stricter AML and payment rules.

Estonia licenses online gambling through the Tax and Customs Board (EMTA) under the Gambling Act, in two stages: an activity license that vets the company, then an operating permit for each type of remote gambling, valid up to five years. The operator must be an Estonian company (AS or OÜ) with gambling as its sole activity and, for games of chance, at least €1 million share capital. Remote gambling is taxed at 5.5% of GGR in 2026, falling to 4% by 2029. Since 1 January 2026, stakes must arrive through EEA-licensed payment institutions, and foreign licenses are not accepted.

A two-stage license
EMTA first licenses the company, then authorizes each type of gambling it offers. Lotteries are reserved to a state-owned company.
Activity license
Vets the operator: owners, management, capital, AML framework and tax record. Indefinite and not transferable. Required for games of chance, toto and games of skill.
Operating permit
Authorizes a specific type of remote gambling, such as online casino (games of chance), sports betting (toto) or games of skill. Valid up to five years.
Lotteries
Run only by a 100% state-owned company. Not open to private operators.

Estonia cut its remote gambling tax from 2026 to attract operators. The Prime Minister asked in August 2026 for the review of the cut to be brought forward from 2028.
2026
5.5% of gross gaming revenue on remote gambling (down from 6%).
2027 to 2029
5% in 2027, 4.5% in 2028 and 4% from 1 January 2029.
Corporate tax
Retained profits are not taxed until distributed, which suits operators that reinvest.
Players
Winnings from EMTA-licensed operators are tax-free for players; winnings from unlicensed sites are taxable.
Player and advertising rules
Age limits

Only through a licensed EEA crypto-asset service provider. Since 1 January 2026, all stakes must arrive through EEA-licensed credit, payment, e-money or crypto-asset service providers.
Can servers be outside Estonia?
Yes, if the host country has a legal basis to cooperate with EMTA and the Financial Intelligence Unit, which in practice covers EU and EEA hosting.
