The online betting bill (Boletín 14.838-03) was approved in general by the Senate and is under article-by-article review in the joint Economy and Finance committees, with government urgency since May 2026. Under the bill, the Superintendency of Casinos, Betting and Games of Chance (SCJ) would license operators organized as a Chilean closed joint-stock company with an exclusive purpose. Licensing starts only once the bill becomes law and the SCJ issues its rules.

Banks would block payments to unlicensed platforms, and illegal operation would carry criminal penalties.
What the bill proposes
| Topic | Proposal |
|---|---|
| Regulator | Superintendency of Casinos, Betting and Games of Chance (SCJ) |
| Who can apply | Chilean closed joint-stock companies with an exclusive purpose, minimum capital and disclosed beneficial owners |
| Before launch | Final SCJ certification, a liquidity reserve, certified responsible gaming policies and declared bank accounts |
| Tax (under discussion) | Proposed 20% of gross revenue plus VAT and 1% for responsible gambling programs |
| Players | No minors; national self-exclusion register (minimum six months); no betting without a positive balance |
| Bonuses | Used before real money, valid at least 60 days, wagering capped at 10 times the amount |
| Advertising | Only licensed platforms may advertise, under a national responsible betting policy |
As of late September 2026 the bill was in the joint committees with no vote date; the tax is expected to be the hardest point.
