Short answer

Greece licenses online gambling through the Hellenic Gaming Commission (HGC) under Law 4002/2011, as amended by Law 4635/2019. A Type 1 license covers online betting and a Type 2 license covers casino, live casino, slots and poker; each runs for seven years. Applicants need an EU/EEA seat or permanent establishment, at least €200,000 paid-up capital and a bank guarantee, plus a safe server in Greece and a .gr domain. Operators pay 35% of gross gaming revenue, advertise only under an HGC-approved plan, and suppliers need an HGC suitability license. Law 5313/2026 toughened sanctions against unlicensed gambling.
