Latvia licenses online gambling under the Law on Gambling and Lotteries. Since 1 April 2026 the State Revenue Service (SRS, VID) licenses and supervises gambling, after the Lotteries and Gambling Supervisory Inspection (IAUI) was merged into it. An operator first needs a gambling organization license, held by a Latvian joint-stock company with at least €1.4 million paid-up share capital, and then an interactive gambling license for online casino, betting and poker. Shareholders from outside the EU may hold no more than 49%. From 1 January 2026 the tax is 15% of gross gaming revenue for interactive gambling and 18% for betting. Advertising outside venues is banned, with a 2026 exception for betting brands in adult sport.
